OPEN LETTER TO HIS EXCELLENCY, PROF. CHUKWUMA CHARLES SOLUDO, CFR, EXECUTIVE GOVERNOR OF ANAMBRA STATE: AN URGENT CALL FOR RESTORATION OF DISCIPLINE, PROFESSIONALISM, CONSTITUTIONAL RESTRAINT AND STRICT LEGAL COMPLIANCE IN THE OPERATIONS OF AGUNECHMBA/OPERATION UDO GA-ACHI @CCSoludo

Your Excellency, Sir,

I respectfully crave Your Excellency’s indulgence to bring into the public domain a matter of grave and growing concern regarding the conduct of certain operatives of Agunechemba/Operation Udo Ga-Achi within Anambra State, particularly in Ekwusigo Local Government Area and, more specifically, in Oraifite, my hometown.

This intervention is neither intended to undermine the legitimate security architecture established by Your Excellency’s administration nor to impugn the integrity of the many disciplined men who discharge their duties conscientiously. Rather, it is a solemn appeal that the legitimate objectives for which the outfit was established must never be permitted to become compromised by the misconduct of individual operatives, commanders, political actors or any other persons who may seek to appropriate a public security instrument for private, political or personal purposes.

The Anambra State Homeland Security Law, 2025 establishes Agunechemba as a State security outfit and expressly provides that its functions include assisting the Police and other security agencies in preventing and detecting crime, preserving law and order, protecting lives and properties, and arresting suspected offenders for handover to the Police for investigation. The Law further establishes a State Security Supervisory Committee charged, inter alia, with monitoring the activities of Agunechemba units, ensuring compliance with the Law, conducting periodic audits and intervening where misunderstandings arise between Agunechemba units, the Police or other security agencies.

It is against this statutory backdrop that the following matters respectfully warrant Your Excellency’s urgent attention.

1. THE 16 AUGUST 2025 ANAMBRA SOUTH SENATORIAL BYE-ELECTION INCIDENT

On 16 August 2025, being the date the Independent National Electoral Commission (INEC) held the bye-election for the Anambra South Senatorial District, a large contingent of Udo Ga-Achi security operatives descended upon the residence of a prominent Oraifite indigene, Engr. Dr. Sir Emeka Okwuosa, CON, Chief Executive Officer of Oilserv Limited, who had returned home to exercise his civic franchise.

The operatives reportedly arrived in a large number of Siena buses and Hilux vehicles and violently attempted to gain entry into his compound after firing sporadically into the air for approximately 30 minutes, while brandishing various sophisticated weapons, including cutlasses, AK-47 and AK-49 rifles, as well as charms, on the assertion that electoral materials were being kept there. That allegation was subsequently found, on the information available to me, to have been without basis and unfounded. However, a careful reading of the law establishing the outfit does not disclose, in any part thereof, that its duties entail engagement in electoral activities.

This operation, as manifestly demonstrated by the attached CCTV footage and video clips obtained from the scene, was led by Mr. Vincent Dike, the President-General of the Oraifite Improvement Union; Mr. Ikenna Ofodeme, the Majority Leader of the Anambra State House of Assembly; and several others, including Mr. Ugochukwu Nnajiofor, popularly known as “Man Pass Man”, and other notable commanders of the outfit.

Your Excellency will appreciate that, in a constitutional democracy, the possession of arms or affiliation with a security organisation cannot, without more, confer an unfettered licence to invade private premises or interfere with the lawful exercise of citizens’ constitutional rights.

I respectfully urge that the circumstances surrounding this incident be independently examined for possible action.

2. INTERFERENCE WITH THE EKWUSIGO STATE HOUSE OF ASSEMBLY APGA PRIMARY ELECTION

Secondly, it has been recorded that, during the APGA State House of Assembly primary conducted at the Ekwusigo Local Government Area headquarters, Mr. Ikenna Ofodeme entered the electoral venue accompanied by armed Agunechemba operatives led by Mr. Ugochukwu Nnajiofor (“Man Pass Man”).

It is further reported that the presence and conduct of the operatives disrupted the collation and counting process and created circumstances in which the integrity of the results already recorded was called into question.

Given the constitutional importance of electoral processes and the sensitivity of political party primaries, any allegation that armed security personnel were deployed to influence, intimidate or interfere with an electoral process ought, with the greatest respect, to attract prompt, impartial and evidence-based investigation.

3. THE 14 SEPTEMBER 2026 OPERATION IN ORAIFITE

Of even more immediate concern is a sad incident that occurred on 14 September 2026, at approximately 6:00 p.m., when the operatives of the Udo Ga-Achi outfit reportedly entered parts of Oraifite.

According to impeccable accounts presently available to me, several youths and other road users, particularly persons riding motorcycles, were abducted and violently taken away, while motorcycles, mobile telephones and other personal belongings were reportedly confiscated. Their only “offence” was exercising their constitutionally guaranteed right to freedom of movement within their hometown and along a road constructed by Your Excellency.

I am further informed that some of the innocent indigenes of Oraifite abducted in the process were transported to detention facilities in Oba and subsequently moved to Awka, and detained in the most deadly detention facility of the outfit.

I am also informed that the Oraifite Community Security Outfit—an extended arm of Agunechemba, under the leadership structure and control of its President-General, Mr. Vincent Dike—subsequently intercepted some of the rogue operatives at Aba-Uzoinor Junction, along Nkwo-to-Nkwo Road, Oraifite, resulting in a confrontation between the two security groups before the situation was eventually de-escalated. Ostensibly, owing to the rogue manner in which the operation was conducted, I was informed that the Agunechemba arm of the Oraifite Community Security subsequently seized one of the vehicles belonging to this lawless team and kept it at a facility under the control of Mr. Vincent Dike at the Civic Centre, Oraifite. The vehicle was reportedly released to the team following the intervention of the leadership of Udo Ga-Achi from Awka.

4. THE 16 SEPTEMBER 2026 AUDIO RECORDING AND ITS SERIOUS SECURITY IMPLICATIONS

Your Excellency, there is yet another deeply disturbing development.

On 16 September 2026, an audio recording circulated in which a voice belonging to Mr. Ugochukwu Nnajiofor, also known as “Man Pass Man”, is heard giving instructions concerning the preparation and deployment of charms intended for a diabolical attack against me, ostensibly having exhausted all avenues for a physical attack.

The gravity of the allegation cannot be overstated. Where a person occupying, or perceived to occupy, a position of command or operational influence within a community security structure is implicated in a recording of this nature, the appropriate institutional response cannot reasonably be silence or administrative indifference. It calls for investigation and, where the evidence so warrants, appropriate lawful action.

For purposes of clarity, Your Excellency, Mr. Ugochukwu Nnajiofor, alias “Man Pass Man”, is currently the Commander of the Udo Ga-Achi security outfit overseeing Oraifite and Ekwusigo generally. This position, in the circumstances herein complained of, heightens my concern that he may harbour an insidious intention to cause further harm to me or members of my family, whether clandestinely or through a proxy. Your Excellency’s prompt intervention and decisive action are therefore urgently required.

I therefore place it formally on record that, should any harm befall me or any member of my family—God forbid—particularly in circumstances connected with these threats, the relevant authorities should hold Ugochukwu Nnajiofor, alias “Man Pass Man”; Mr. Vincent Dike, the President-General of Oraifite Improvement Union; and Ikenna Ofodeme accountable for their respective actions and conduct, as may be established by the available evidence.

5. THE URGENT NEED FOR PROFESSIONAL RE-ORIENTATION BEFORE THE ELECTORAL SEASON

Your Excellency, these developments assume even greater significance as Anambra State, and indeed the entire country, approaches another general election, against the unsettling backdrop of escalating political tensions.

There is, in my respectful view, an urgent need for comprehensive professional retraining, legal re-orientation, operational supervision and human-rights sensitisation of all personnel operating under Agunechemba/Operation Udo Ga-Achi.

The objective should not be the weakening of the outfit. On the contrary, it should be its institutional strengthening.

A security organisation earns and sustains public confidence not merely by its capacity to apprehend suspected criminals, but by the discipline with which it exercises power, the restraint with which it treats citizens, the transparency of its operations and the fidelity with which it remains within the boundaries of the law.

6. PARTICULAR SCRUTINY OF COMMAND STRUCTURES

I respectfully urge Your Excellency to direct the appropriate authorities to subject the activities of persons exercising command or significant operational influence within the affected areas—including Mr. Ugochukwu Nnajiofor, alias “Man Pass Man”; Mr. Ikenna Ofodeme, who has apparently abandoned his legislative duties and assumed the role of the overall head of the outfit, under whose command and control these sinister activities are being carried out; and any other persons similarly situated—to proper administrative, operational and, where the evidence warrants, criminal scrutiny.

This is not a call for the predetermined condemnation of any individual. It is a call for evidence-based investigation. Where the allegation is true, investigation will protect the State from the consequences of permitting misconduct to fester within a public security architecture.

7. RECOGNITION OF THE LEGITIMATE PURPOSE OF AGUNECHMBA

Permit me, Your Excellency, to emphasise that this letter should not be misconstrued as an attack upon Agunechemba itself.

The necessity for an effective community-based security architecture in Anambra State cannot reasonably be disputed. Indeed, many operatives have demonstrated courage, discipline and commitment in the discharge of their responsibilities and deserve commendation.

The concern, therefore, is not the existence of the security architecture, but the possibility that isolated acts of indiscipline, political interference, personal vendetta or abuse of authority may gradually contaminate an institution established for the protection of the public.

Your Excellency’s administration itself has described Agunechemba as an intervention force intended to complement the conventional security agencies and to operate within the broader statutory security framework of the State.

8. THE IMPERATIVE OF INSULATING SECURITY FROM POLITICAL AND PERSONAL INTERESTS

Your Excellency, the most important safeguard against the abuse of any security institution is institutional discipline. Agunechemba must never become an instrument for political mobilisation, electoral intimidation, private enforcement, personal settlement of scores or the execution of instructions emanating from individuals who possess no lawful authority over its operations. The distinction between public security and private power must remain inviolable.

If security operatives become answerable to political patrons rather than to the law, the citizen ceases to know whether the person approaching him in uniform comes as a protector of the law or as an agent of another person’s private interest.

That is a dangerous line which no democratic government should permit to be crossed.

CONCLUSION: A HUMBLE APPEAL FOR YOUR EXCELLENCY’S INTERVENTION

Your Excellency, Sir,

This letter is ultimately an appeal for institutional preservation.

The authority vested in the State to protect life, property and public order is an awesome public trust. It must therefore be exercised with restraint, legality, accountability and an unwavering respect for the dignity and constitutional rights of the citizen.

I respectfully urge Your Excellency to cause these allegations to be independently investigated; to ensure that every operational unit of Agunechemba is subjected to effective command, supervision and accountability; to institute immediate professional and legal re-orientation where necessary; and to ensure that no political, personal or communal interest is permitted to appropriate the machinery of State security.

Your Excellency has, by establishing and giving statutory backing to this security architecture, assumed the ultimate executive responsibility for ensuring that its formidable powers remain instruments of protection rather than sources of apprehension. The people of Anambra should never be placed in the unenviable position of having to choose between insecurity from criminals and insecurity from those entrusted with combating criminality.

I respectfully believe that a decisive intervention at this stage will not weaken Operation Udo Ga-Achi; rather, it will strengthen its legitimacy, restore public confidence, protect the integrity of its genuinely committed personnel and, most importantly, reaffirm the fundamental proposition that in Anambra State, no person—however powerful, connected or influential—is above the law.

I make this appeal in good faith and in the overriding interest of peace, public confidence, constitutional governance, institutional integrity and the preservation of the dignity and security of the good people of Anambra State.

May Your Excellency, in your capacity as the Chief Executive of the State and the person vested with overarching executive responsibility for its security architecture, kindly receive this appeal with the seriousness and urgency which the circumstances demand.
