Dangote refinery’s IPO milestone for Nigeria’s investment climate, industrial development -Oduwole
The Federal Ministry of Industry, Trade and Investment (FMITI) has lauded the launch of the Initial Public Offering (IPO) of Dangote Petroleum Refinery, describing it as a significant milestone for Nigeria’s investment climate, industrial development and capital-market.
It says the transaction is expected to attract new investors, broaden the range of listed businesses and demonstrate the market’s capacity to support enterprises at scale, strengthening Nigeria’s visibility as a destination for domestic and international investment.
Reacting to the IPO, the Minister of Industry, Trade and Investment, Dr. Jumoke Oduwole, stated that it demonstrates how deliberate reforms can unlock capital for productive investment and create new opportunities for Nigerians to participate in the country’s industrial growth.
“Less than three years ago, access by Free Zone Entities to Nigeria’s capital market was a live regulatory constraint being raised directly by investors. Today, a Free Zone Entity operating from Nigeria has launched Africa’s largest-ever IPO. This is translating into investment, and it is precisely the kind of reform-to-investment conversion we want to institutionalize.”
The Minister recalled that the issue had been raised during engagements with private-sector operators, including Dangote Refinery and other Free Zone Operators.
Accordding to her, it led to engagements with the Securities and Exchange Commission (SEC) and formed part of a broader reform effort involving the SEC, Free Zone Authorities, the Nigerian Exchange and other institutions to deliver a workable capital-market pathway for Free Zone Entities.
She added that the pathway was further strengthened by President Bola Ahmed Tinubu’s assent to the Investments and Securities Act, 2025, modernising Nigeria’s capital-market framework, followed by the SEC’s dedicated rules governing public offerings by Free Trade Zone Entities.
“This is not simply a capital-market story; it is an industrialization story,” Dr. Oduwole said.
“It demonstrates that capital can be mobilised at scale around productive assets built in Nigeria, assets that deepen domestic production, strengthen value chains, support exports, create jobs and provide a platform for further expansion.”
The Minister commended Alhaji Aliko Dangote, and the Dangote Group for their sustained confidence in “Project Nigeria”.
“The refinery represents one of Africa’s largest private industrial investments and has become an important part of Nigeria’s drive to expand domestic refining capacity, reduce import dependence and strengthen the country’s position in regional and global energy markets,” she said.
According to Dr. Oduwole, the milestone reflects the broader direction of the economic reforms under President Tinubu’s Renewed Hope Agenda, in enabling the private sector to invest, produce and scale while government continues to remove constraints, strengthen institutions and create a more predictable environment for investment.
The ministry noted that the transaction also reinforces a central pillar of its investment strategy, moving beyond investment announcements to measurable outcomes -operating projects, reinvestment, expansion, exports and jobs.
“Our ambition is not merely to attract capital, but to shape an environment in which capital can land, grow and create lasting value,” the Minister said.
“Our message to domestic and global investors is clear: Nigeria is a market where you can build at scale, mobilise capital at scale and compete globally. We will continue to deepen the reforms necessary to unlock productive investment and connect Nigerian enterprise and production more competitively to African and global markets.”
