ABUJA (PRECISE POST) – The Federal Government has officially unveiled and launched the $1 billion Household Prosperity and Economic Social Protection Project (HOPE-SP), a major initiative aimed at transforming Nigeria’s humanitarian and social protection system from short-term palliatives to sustainable pathways for recovery, empowerment and self-reliance.
The initiative, themed “From Palliatives to Pathways,” was launched on Wednesday, August 26, 2026, at the Banquet Hall of the State House, Abuja, by the First Lady of Nigeria, Senator Oluremi Tinubu, who served as the Special Guest of Honour.
Speaking at the event, the First Lady commended the Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard M. Doro, and his team for their commitment to reforming humanitarian interventions and making them more sustainable and impactful.
She said the initiatives were designed to improve the identification, targeting and support of vulnerable households while strengthening coordination among humanitarian and poverty-reduction programmes.
According to her, the reforms would also facilitate shock-responsive assistance, promote accountability and ensure measurable outcomes from government interventions.
FG moves from palliatives to pathways
Presenting the initiatives, Minister of Humanitarian Affairs and Poverty Reduction, Dr. Bernard Doro, said the launch represented a strategic shift from fragmented interventions to a coordinated system that places vulnerable households at the centre of government programmes.
Doro said the reform was designed to address fragmentation, duplication and the existence of multiple uncoordinated registries across humanitarian and poverty-reduction interventions.
He explained that the new architecture would establish a unified national system connecting identification, needs assessment, targeted intervention, protection, empowerment, poverty graduation and sustainable economic growth.
A major component of the reform is the One Humanitarian, One Poverty Response System (OHOPRS), which the minister described as a significant system-wide reform bringing humanitarian response, social protection and poverty reduction programmes under a coordinated national framework.
According to him, OHOPRS will be supported by unified registries, digital delivery systems, improved financing mechanisms, stronger institutions, accountability measures and real-time intelligence.
The minister said the approach would enable government to better identify vulnerable households, coordinate interventions and track the impact of assistance from initial support through to economic empowerment and sustainable growth.
Precise Post recalls that other initiatives unveiled at the event included the Emergency Shock-Responsive Cash Transfer, the FMHAPR Ministerial Blueprint and the Humanitarian First Magazine.
The Humanitarian First Magazine is expected to document the experiences and impact of government interventions on beneficiaries, providing a record of how humanitarian and poverty-reduction programmes affect vulnerable Nigerians.
The Permanent Secretary of the ministry, Mr. Olubunmi Olusanya, said the initiatives would strengthen coordination and accountability across the humanitarian and social protection architecture.
Olusanya stressed that the ultimate measure of the reforms would be the tangible difference they make in the lives of vulnerable Nigerians.
Governors, development partners back reforms
The initiatives received goodwill messages from stakeholders at both national and international levels.
Borno State Governor, Prof. Babagana Umara Zulum, delivered a goodwill message on behalf of other governors and sub-national governments, while the Minister of Budget and Economic Planning, Abubakar A. Bagudu, also commended the federal government’s efforts.
Former Minister of State for Humanitarian Affairs, Dr. Yusuf Tanko Sununu, as well as representatives of the European Union, World Bank and other international development partners, expressed support for the reforms aimed at strengthening Nigeria’s humanitarian and social protection systems.
The event also featured a cultural performance by the Irigwe New Wave Dance Troupe from Plateau State.
