ABUJA (PRECISE POST)  –   The National Assembly has lauded former Director-General of the National Institute for Legislative and Democratic Studies (NILDS), Professor Ladi Hamalai, for her outstanding contributions to legislative development and democratic governance in Nigeria, describing her newly unveiled book, A Collection of Essays – Readings on the Legislature, as a significant contribution to parliamentary scholarship and institutional strengthening.
Speaking at the official presentation of the book in Abuja, the Clerk to the National Assembly praised Professor Hamalai’s decades of service to legislative studies, capacity building, and democratic governance, noting that her work has played a pivotal role in shaping legislative institutions in Nigeria and across Africa.
According to the Clerk, the launch of the publication represents more than the unveiling of a book; it marks the culmination of years of academic excellence, public service, and commitment to deepening understanding of legislative institutions and democratic processes.
Professor Hamalai is widely recognised as the pioneer Director-General of the National Institute for Legislative and Democratic Studies (NILDS), where she spearheaded efforts to establish the institute as a leading centre for legislative research, policy development, training, and democratic studies.
The National Assembly noted that under her leadership, NILDS recorded major institutional achievements that continue to shape legislative development in Nigeria. Many of the structures, academic programmes, research initiatives, and strategic partnerships introduced during her tenure remain central to the institute’s operations.
“Professor Hamalai laid a solid foundation that transformed NILDS into a respected institution not only within Nigeria but also across Africa and beyond,” the Clerk said.
Participants at the event described her contributions as instrumental in bridging the gap between academic research and legislative practice, enabling lawmakers and parliamentary staff to access evidence-based knowledge for improved governance and policy outcomes.
The newly launched book is expected to enrich discussions on legislative effectiveness, democratic accountability, parliamentary oversight, representation, and institutional development. Experts noted that the publication comes at a time when legislatures in emerging democracies face increasing demands for transparency, accountability, and responsiveness to citizens.
The collection brings together years of research and reflections on legislative institutions, offering practical insights for lawmakers, parliamentary administrators, scholars, students, policymakers, and democracy practitioners.
Political analysts said the publication could become an important reference material for understanding the evolving role of legislatures in modern democracies and the challenges confronting parliamentary institutions.
The Clerk stressed that scholarly works such as Hamalai’s provide critical intellectual frameworks that support policymaking, legislative reforms, and institutional performance.
“As the National Assembly continues to strengthen its legislative, oversight and representative functions, contributions like this become increasingly important,” he stated.
He further underscored the importance of knowledge-driven institutions in sustaining democracy and ensuring that legislative bodies effectively discharge their constitutional responsibilities.
Beyond her accomplishments in public administration, Professor Hamalai has earned national and international recognition as a respected academic and public intellectual whose research has significantly advanced the study of legislatures and democratic governance.
Her work has influenced debates on parliamentary administration, legislative effectiveness, representation, and oversight mechanisms—key pillars of democratic consolidation.
The National Assembly management used the occasion to celebrate her distinguished career and enduring impact on legislative development, describing her legacy as one that will continue to inspire future generations of scholars, researchers, and public servants.
The institution also expressed confidence that the book would enjoy wide readership among governance stakeholders and serve as an important educational resource for those seeking a deeper understanding of legislative institutions.
The event attracted scholars, legislators, policymakers, parliamentary staff, democracy advocates, and members of the academic community, reflecting the significance of Professor Hamalai’s contributions to Nigeria’s democratic development.
Observers said the publication stands not only as a scholarly achievement but also as a testament to Hamalai’s enduring commitment to strengthening democratic institutions through research, knowledge, and public service.
