ABUJA (PRECISE POST) – The Nigerian Upstream Petroleum Regulatory Commission (NUPRC) has reported a 97.4 per cent performance in the implementation of the Domestic Crude Supply Obligation (DCSO) during the second quarter of 2026.
The Commission disclosed this in its Q2 2026 DCSO enforcement statistics released on its X handle, saying a total of 53.7 million barrels of crude oil and condensate were supplied to local refineries between April and June 2026.
The enforcement of the DCSO is carried out in accordance with the provisions of Section 109 of the Petroleum Industry Act (PIA), which requires domestic crude supply to support local refining capacity.
The NUPRC statistics also provided details of crude supply and acceptance at the level of individual refineries, including the Dangote Refinery.
According to the Commission, the Dangote Refinery required 63 million barrels of crude oil during the quarter, while producers offered a higher volume of 68.1 million barrels.
However, the refinery eventually accepted 52.6 million barrels, representing about 78 per cent of the volume offered to it.
The figures indicate that while producers offered more crude than the refinery’s stated requirement, the volume ultimately accepted by the Dangote Refinery was below both the quantity offered and its projected quarterly requirement.
The NUPRC said the latest statistics formed part of its ongoing efforts to monitor and enforce compliance with the DCSO provisions of the Petroleum Industry Act and ensure adequate crude supply to domestic refineries.
The Commission’s enforcement of the obligation is aimed at strengthening domestic refining, reducing dependence on imported petroleum products and supporting the development of Nigeria’s downstream petroleum sector.
The Q2 2026 figures also provide an insight into the dynamics of crude supply, refinery demand and acceptance as Nigeria continues to expand its domestic refining capacity.
