Tinubu Seeks Tougher Laws Against Drug Cultivation, Sale, Trafficking

President Bola Ahmed Tinubu has transmitted three executive bills to the House of Representatives, including a bill seeking stiffer penalties for drug cultivation, sale and trafficking.

The other two bills seek to expand the mandate of transport safety investigations and reform leadership and capacity development in the public service.

The President’s letters were read during plenary on Thursday by the Speaker of the House, Rt. Hon. Abbas Tajudeen.

According to President Tinubu, the National Drug Law Enforcement Agency Bill, 2026 seeks to repeal the National Drug Law Enforcement Agency Act, Cap N30 and the Indian Hemp Act, Cap 16, Laws of the Federation of Nigeria, 2004, and enact a consolidated legal framework for drug control and enforcement in the country.

The proposed law is aimed at strengthening the NDLEA’s enforcement powers to effectively tackle illicit drug cultivation, sale and trafficking.

In a separate letter, the President also sought expeditious passage of the Nigerian Safety Investigation Bureau (Amendment) Bill, 2026, which seeks to amend the Nigerian Safety Investigation Bureau (Establishment) Act, No. 35 of 2022.

He said the amendment is intended to reposition the Bureau as an independent, multimodal safety investigation authority with responsibilities beyond the aviation sector.

“The bill seeks to reposition the Bureau as an independent multimodal safety investigation authority, expand its mandate beyond aviation to encompass rail, maritime and other transport occurrences, transfer supervisory oversight to the Presidency, and strengthen its institutional, operational and administrative mandates,” the President stated.

The third bill, on reforming leadership and capacity development in government, was also forwarded for legislative action.
