ABUJA (PRECISE POST) – In compliance with a Presidential Directive issued by President Bola Ahmed Tinubu on July 30, 2025, the Federal Government has announced sweeping reforms concerning approvals and developments on all Federal Highways, shorelines, coastal roads, islands, lagoons, and legacy infrastructure across Nigeria.
The announcement, signed by the Surveyor-General of the Federation, Surv. Abduganiyu A. Adebomehin, released on Sunday via the official X handle of the Federal Ministry of Information and National Orientation (FMINO) demandss an immediate moratorium on the issuance of any documentation related to shoreline, coastal road, island, and lagoon developments.
The move is aimed at safeguarding the integrity of the National Geospatial Data Infrastructure (NGDI) and preventing the distortion of the Federal Infrastructural Master Plan.
As part of the directive, any developments that encroach on Right of Way or lack proper survey coordination will be demolished. All ongoing, pending, or proposed allocations and Certificates of Occupancy (C of O) relating to island and lagoon areas have been suspended, pending a comprehensive review and proper survey coordination under the supervision of the Presidency and the Office of the Surveyor General of the Federation (OSGOF).
The National Inland Waterways Authority (NIWA) has also been instructed to compile and forward all past approvals issued to individuals or corporate entities to the Presidency via OSGOF. NIWA has been directed to cease issuing such approvals henceforth.
The statement further emphasized that OSGOF remains the legally recognized authority for the regulation, standardization, and harmonization of all survey activities in the country, as stipulated in the Survey Coordination Act, Cap S13, Laws of the Federation of Nigeria, 2004.
Any existing or improperly granted approvals, especially those not originating from the Presidency through OSGOF, are now subject to revocation at the President’s discretion.
The directive underscores the government’s renewed commitment to orderly, data-driven development and the protection of vital national infrastructure.
