WASHINGTON (PRECISE POST) – The United States Federal Bureau of Investigation (FBI) has arrested a 34-year-old Chinese national at Los Angeles International Airport (LAX) for allegedly acting as an unregistered agent of the People’s Republic of China (PRC).
The FBI identified the suspect as Wanying Zhang, also known as “Heather,” of Irvine, California.
According to the FBI, Zhang was arrested by its Los Angeles field office on a federal complaint alleging that she acted on behalf of the Chinese government without notifying the US Attorney General as required by law.
The affidavit cited by the FBI alleged that Zhang travelled to Seattle in 2025 at the direction of PRC officials, where she surveilled a close relative of a Taiwanese government official.
She allegedly sent photographs, videos and vehicle licence plate information obtained during the surveillance to officials in China.
The FBI further alleged that Zhang coordinated the Seattle trip with an associate and employed methods intended to avoid detection while carrying out the surveillance.
The bureau said Zhang’s failure to disclose to the US Attorney General that she was acting on behalf of a foreign government constitutes a federal offence.
Zhang was arrested while attempting to depart the United States for China and is expected to appear before a federal court in Los Angeles for her initial appearance.
The allegations are contained in a federal complaint, and Zhang is presumed innocent unless and until proven guilty in court.
