Maida who disclosed this on his X handle said:

As the world wraps up the month-long @ITU World Radiocommunication Conference 2023 (WRC-23),  I joined my boss, the Hon. Minister of Communications, Innovation and Digital Economy (@FMCIDENigeria), Dr. @BosunTijani as well as the Managing Director, Nigerian Communications Satellite Limited, (@NigComSat1R), Jane Egerton-Idehen (@nk_amadi), earlier today to celebrate two huge milestones achieved by the African Continent at this year’s conference: the celebration of the adoption and implementation of a crucial resolution (Resolution 559), on the recovery of lost satellite resources for Broadcasting Satellite Services, and the successful implementation of the joint ATU-ITU Geneva 84 (GE84) FM Plan Optimisation project for Africa which has so far yielded over 18,000 plus additional FM frequency channels across the continent.

Recall that the International Telecommunication Union (ITU) is the United Nations specialized agency for information and communication technologies.

It is an organization that makes international rules for companies that provide telecommunications services: ITU member states have agreed to work to eliminate unauthorized practices.
