“When many people cook for one man, the man will not be able to finish it but when one man cooks for the people, the people will still remain hungry”- Rochas Anayo Okorocha.
This is the best lame man’s description of the Nigerian economy in respect to resource control and devolution of powers.
This national issue has been taking several rounds on the table across various platforms and quarters from the north to the south of Nigeria on the subject of resource control, devolution of powers, restructuring within these lines of national concerns.
The call for the constitutional amendment or national dialogue is not an issue that emanated from the blue sky but an issue promoted over time as result of the faulting on the current national constitution on which the county is been run.
Many political big wigs and players in the Nigeria socio economic and political cauldron has decried the need for the federal government to give another look at the system on which the country resources sharing rides on, which many of the populace and actors are not satisfied with the state.
Supporting this call is the Lawmaker Imo West APC, Owelle Rochas Anayo Rochas as he lends his views and ideologies on what the nations resource control sharing should be.
Okorocha in his ideologies points out that the major problem of Nigeria is hunger emanating from injustice giving rise to agitations of all forms across the country as we have the Niger Delta pressure groups and militancy in the south south ,also the Boko Haram militancy in the North and other pressure groups, also the IPOB and the ESN as we find in the south east ,the west is equally not left out in this agitations having the Oduduwa, all over the country across board there are agitations with the Nigerians in the diaspora inclusive ,these all stems from hunger, marginalization, injustice, high sectionalism and nepotism.
Many Nigerians are spectators going by the fact that they are not adequately sharing or in control of the resources that comes from them but a few individuals control them.
Rochas believes that the devolution of power is key to economic growth and development of our nation where the people at their community levels are given power to do what they can do at their own pace for the development of the our nation.
Where the people are allowed to develop their own goods and contribute a quarter to the central government on tax basis and this will help to check corruption.
In our Africa style of living, if one is given a cow for the state, no much persons will give concern to it, also if one gives a goat to a local council it may not really make news in the area but when a chicken is given to a community and someone takes the head of the chicken without the elders permission it will become a major issue in the community.
Owelle in his ideologies believes we are stronger more at the community level than at the state and national levels, therefore the need for systematic control of resources and devolution of powers but with target and tasking.
The Owelle OHA-SHARE-RISM theory promotes systematic resource control through the devolution of power from the Centre. Where powers should be delegated to the people to produce results.
Constitutionally the President of this nation has right to devout power for the purpose of delegation which can foster a new breed of growth and stability of our nation.
