ABUJA (PRECISE POST) – Kaduna State has taken a major step forward in its development agenda with the signing of the Kaduna Mutual Accountability Framework (KaMAF)—a groundbreaking partnership between the Kaduna State Government and the Bill & Melinda Gates Foundation.
According to the statement signed and released by the Kaduna State Governor on his X handle @ubasanius on Saturday, the agreement was formalised on the sidelines of the 80th United Nations General Assembly in New York.
Governor Uba Sani signed on behalf of Kaduna State, while Mr. Uche Amaonwu, the Gates Foundation’s Country Director for Nigeria, signed on behalf of the Foundation.
Describing the agreement as a “pivotal moment” for Kaduna, Governor Sani said the framework marks a significant evolution in the state’s nearly decade-long engagement with the Gates Foundation. Unlike previous collaborations, KaMAF establishes a comprehensive institutional structure for mutual accountability and measurable outcomes.
“This represents a deliberate shift: from intentions to outcomes, from promises to delivery,” the governor stated. “At its heart is a shared commitment to grounding governance in transparency, mutual responsibility, and a resolute focus on the needs and aspirations of our people.”
The new framework is designed to drive transformative change across multiple sectors:
- Healthcare: Strengthening of primary healthcare systems, maternal and child health services, and enhanced disease prevention and response capabilities.
- Agriculture: Promotion of sustainable farming practices, productivity growth, and better access to technology and markets.
- Data & Governance: Improved data systems to shape policy decisions and track progress effectively.
- Fiscal Management: Promotion of transparency and accountability in budgeting and public finance.
- Economic Inclusion: Expansion of digital and financial inclusion, support for household resilience, and prioritization of programs targeting women’s empowerment.
KaMAF builds on the earlier Kaduna State International Development Cooperation Framework, and is seen as a model for how strategic, accountable partnerships can accelerate development at the sub-national level.
Governor Sani emphasized that the partnership is more than symbolic—it sets a new standard for delivering real, tangible benefits to citizens.
“This partnership with the Gates Foundation is a testament to what is possible when governance is guided by accountability and shaped by strategic collaboration,” he said. “Together, we are laying the foundation for a Kaduna State that is more inclusive, more resilient, and firmly on the path to shared prosperity.”
The Kaduna Mutual Accountability Framework is expected to serve as a blueprint for other Nigerian states seeking to deepen partnerships with international development organisations through clear, results-driven frameworks.
