Tinubu Sends Three Executive Bills to Reps to Overhaul NDLEA, NSIB, Replace ASCON

by Joy: News Admin

President Bola Ahmed Tinubu has transmitted three executive bills to the House of Representatives seeking to overhaul drug law enforcement, expand the mandate of the transport safety bureau and replace the Administrative Staff College of Nigeria, ASCON, with a National School of Government.

The bills, dated October 12, 2026 and marked “Restricted”, were received by the Office of the Speaker on October 13 and read by Speaker Tajudeen Abbas during plenary on Thursday.

In his covering letters, the President said the bills were forwarded pursuant to Section 58(2) of the 1999 Constitution, as amended, and urged the House to give them expeditious consideration.

The three proposed laws are the National Drug Law Enforcement Agency Bill, 2026, the Nigerian Safety Investigation Bureau (Amendment) Bill, 2026, and the National School of Government Bill, 2026.

*NDLEA Bill*

The NDLEA Bill seeks to repeal the National Drug Law Enforcement Agency Act, Cap N30 and the Indian Hemp Act, Cap 16, Laws of the Federation of Nigeria, 2004, and replace them with a single, consolidated law.

According to President Tinubu, the bill seeks to “enact a consolidated framework to enforce the law against the cultivation, processing, sale, trafficking and use of hard drugs” and to “empower the Agency to investigate persons suspected to have dealings in drugs.”

If passed, the bill will provide a unified statutory framework for combating illicit drug production, trafficking and distribution.

*NSIB Bill*

The NSIB (Amendment) Bill seeks to amend the NSIB (Establishment) Act, No. 35 of 2022 to transform the Bureau into an independent, multimodal safety investigation authority.

President Tinubu said the bill aims “to reposition the Bureau as an independent multimodal safety investigation authority, expand its mandate beyond aviation to encompass rail, maritime and other transport occurrences, transfer supervisory oversight to the Presidency, and strengthen its institutional, operational and administrative mandates.”

The amendment would extend the Bureau’s investigation of accidents and incidents from aviation alone to rail, maritime and other modes of transport.

*National School of Government Bill*

The third bill seeks to repeal the Administrative Staff College of Nigeria Act, Cap A4, Laws of the Federation of Nigeria, 2004 and establish the National School of Government, Nigeria.

The President said the bill would “enact the National School of Government Act to establish the National School of Government, Nigeria, as a national institution for leadership, development, policy delivery and executive capacity building.”

The proposed school would take over and expand the role currently played by ASCON in management training, leadership development and executive capacity building for the public service.

The three bills will now go through the legislative process, including committee scrutiny, before passage.
